Can we create a bill to require The DOH to send a postcard to all citizens in the event of an epidemic in their area? Currently, most of them only tell Health care Providers, not the public. A postcard, stating an epidemic warning from the DOH should be sent to every home and business in the event of an epidemic in their area.

It is unclear what represents an epidemic and who is responsible for warning the public. Can you tell me how States determine when there is an epidemic in each communicable disease, and at what point they must warn the public of it's existence?

Pertussis epidemic in Snohomish County WA.
County says epidemic, the state will not tell the public.In the case of our epidemic, they feel that it is sufficient to tell providers.
Does the DOH have to tell the public if there is an epidemic in their county or state? If it is not them, who is responsible for warning the public?
