You are currently running for the Senate. One of your opponents, Alan Khazei, is a founder of both City Year and Service Nation. Is a career as a leader in public service-oriented nonprofits a better preparation for a senator than a career in the House of Representatives? Have you done anything equivalent to founding City Year and Service Nation?

Reporter: Nonprofits in Massachusetts are very much in need of financial assistance for their information and communication technology infrastructures. Are there federal monies available for this? And what can you do to help nonprofits meet this need? Rep. Capuano: Well, there are federal monies available for any general program. I don’t think there are any specifically targeted that I’m aware of (off the top of my head) for technology. But I do think there is money available in general for non-profits. They have to go through the grant process like everyone.

Should full Bill of Rights protection extended to anyone detained by the US under suspicion of criminal activities, even if the detention took place on foreign soil? Follow up: how about if the detainee is suspected of being an illegal immigrant on U.S. soil? How about if the detainee is suspected of being an unlawful combatant?

Yes. Yes. What more do you want? Yes, I believe in the Constitution...The answer is still yes. Every detailed right that is set out in law is not set out in the Constitution. I still believe they should have a right to a hearing and the right to confront witnesses; they have a right to a lawyer as a human being. Now that doesn’t necessarily mean they’re subject to the same procedural rights that Americans are entitled to. That’s fine. That’s a matter of discussion.
