Marijuana cannot be taxed because anyone can grow it anywhere as they do now. Law enforcement makes billions from it at this time because it is illegal. Not everyone can make beer so it is easy to tax. also beer is deadly and the law enforcement makes money from people who get drunk. too much profit for the government with marijuana being illegal.
It's all about making money!
